Business Change Manager - East of England Permit Scheme

Provision of on-going busines change management and project implementation services including:-
- Lead for design and delivery of benefits realisation package;
- Design and delivery of training and communications;
- Process re-engineering;
- Issue identification and resolution;
- Design, development and deliveryof performance management framework;
- Develop and run payment & reconcilation process and activities.
Business Change Manager - East of England Permit Scheme
September 2010 to June 2012
Engaged by 4 local authorites - Bedford Borough Council, Luton Borough Council, Southend-on-Sea Borough Council and Hertfordshire County Council - to manage the business change aspects for the implementation and operation of the East of England Permit Scheme to enable better management and co-ordination of street works on the highway network.
Overall responsibility for the defintion, implementation and control of the processes, tools and techniques to manage the people related aspects of the programme to achieve the most successful business outcomes.
The key aspects of the role was to take the following elements from current state through to business as usual of future state :-
- Stakeholder and communications;
- Change capability of the organisations;
- Organisation;
- Process and Systems;
- Skills.
All responsibilities and activities were measured and delivered to ensure the Scheme delivers its objectives and benefits.
Kent County Council - Training & Change Manager
February 2009 to March 2010
- Key role in the delivery of a “first in the country” project for the introduction of a permit scheme to enable better management and co-ordination of street works on the highway network within Kent - £1.5 million project encompassing 300 employees;
- Design and definition of processes to support scheme objectives and principles;
- Management and delivery of full training cycle including communications, reporting, TNA, course design, evaluation with a variety of training/change delivery interventions;
- Engagement with a variety of stakeholders both internal and external including alliance partners, utility companies and software providers;
- Ensuring a diverse staffing structure is ready for cultural, behavioural, process and system change and subsequent business maturity to ensure realisation of scheme objectives;
- Definition, design and implementation of performance measurement process;
- Identification and mitigation of risk; working through and delivering solutions to business issues;
- Ensuring all outputs are handed over to the business to deliver successful “business as usual” arrangements;
- Excellent evaluation results and commendations from key stakeholders.
Kent County Council – Change Implementation Specialist
March 2008 to January 2009
- Design, development and implementation of the transformation education program to support the transformation of Kent Highway Services – a £3.5 million project covering approx 500 employees across multi disciplines;
- Facilitation of learning and behavioural change in challenging circumstances, i.e. resistance to change and new ways of working;
- Identification and mitigation of risk; working through and delivering solutions to business issues;
- Engagement with external providers including software development, UAT and process definition;
- Implementation of full training cycle from TNA through to evaluation ;
- High credibility with all stakeholder groups; working with varied business areas to increase leverage, impact and overall effectiveness of learning and change events;
- Extraction of knowledge in very challenging circumstances from a variety of channels internal and external;
- Excellent evaluation results and commendations from key stakeholders.

- Training delivery of bespoke in-house systems. Classroom and 1 to 1 delivery;
- Design, delivery and organisation of MS Office courses tailored to meet business and personal requirements.
T-Systems (T-Mobile) – Training Consultant
June 2007 to Sept 2007
- Training development for SAP CATS module – liaison with stakeholders, user groups, developers and SMEs.
- Design of course objectives, user guides, quick reference cards, trainer brief, course exercises and evaluation;
- Training delivery to support implementation of SAP CATS. Classroom and NET meeting delivery. Training audience of management level and above;
- Project Management role of organising delegates, liaison with stakeholders, senior management, system managers and developers.
Exel/DHL – Training Consultant/Manager
May 2005 to March 2007
- Management of full training cycle including communications, materials, reporting, TNA, course design, evaluation, delivery plans and train the trainer ;
- Research, design, delivery and evaluation of training for global bespoke software application for Air and Sea Freight import and export. Responsible for creation of training material, user guides, evaluation and delegate assessments;
- Design and deliver “train the trainer” soft skills courses for generic training skills;
- Lead role for design of nationwide training plan for implementation of new bespoke computer system. Liaison with senior mangers and branch managers nationwide to ensure training plan fits with business and operational requirements;
- Create and maintain customer relationships nationwide, providing ad-hoc training to users and offices. Training administration including identifying users, training needs, training locations and course delegates;
- Provide monthly feedback reports to project team. Carry out tasks with little or no supervision;
